Good Governance Forum, the Largest, Most Diversified, and Top Ranking Globally Searched Interactive Think Tank in Pakistan is contemplating the formation of the 'Shadow National Government of Expert Professionals.' The purpose of 'The Shadow National Government' is to deliberate upon the national issues of paramount significance such as the internal and external security, poverty, unemployment, inflation, corruption, human rights etc. and to formulate, recommend and monitor policies and practices for implementation by the state organs. 


It will be out of official government but will work with the official government to improve governance in the country so as to lead the country to progress and prosperity, peace, security, independence and sovereignty. It will strengthen democratic norms and ethics and support democratic dispensation in the country. It will remain non-partisan in its policies and practices.

'The Shadow National Government' will have its Shadow President, Shadow Vice President and Shadow Secretaries in charge of each portfolio of state functions such as Shadow Secretary of Defence, Shadow Secretary of Interior, Shadow Secretary of Foreign Affairs, Shadow Secretary of Finance and so on.

The Shadow President and the Shadow Vice President will be nominated by the Chairman of the Good Governance Forum for the first 5-year term. Thereafter, the Shadow President and the Shadow Vice President will be elected by the House of Public Representatives. The House of Public Representatives will be nominated by the President and the Vice President jointly for the first 5-year term. The House of Public Representatives will consist of 25 persons from each province of Punjab, Sindh, Pakhtunkhawa and Balochistan and 11 persons from the Federal Capital of Islamabad. 

'The Shadow National Government' will work in close liaison with the executive, judiciary and parliament of Pakistan as well as the military, media and the friendly states having interest in the progress and prosperity of Pakistan and its sovereignty, independence and significance in the geo-political environment.

'The Shadow National Government' will endeavour to obtain official recognition in the interest of Pakistan and its people.

Only competent, courageous and committed ladies and gentlemen of unblemished character and unquestionable credentials who possess the relevant knowledge and experience of their operational fields and who can spare time and energy to serve ex-gratis will be nominated to the offices of "The Shadow National Government" as well as the House of Public Representatives.

The 'Core Group' of Good Governance Forum is being put into shape to work out the operational modalities of the Shadow National Government of Expert Professionals. It will be headed by the former chairman of the Joint Chiefs of Staff Committee, Admiral Iftikhar A. Sirohey who, in turn, will nominate the members of the 'Core Group' as well as its vice chairman and secretary  in consultation with the Chairman of the Good Governance Forum. All office bearers and members of the group will work in national interest without pay and perks.


'The Shadow National Government' will have no political agenda, political aspirations and political ambitions to enter the corridors of power through undemocratic means and methods.
